Oracle EBS Webadi Error "oParser As New SAXXMLReader60" Windows 8.1 And Office 2013

I found that Patch 19069057 :R12.BNE.B. to be applied to solve this issue. This patch was not applied

But the WebADI was working good in my Development instance. I queried in back end to check for the Patch 19069057 is applied in Development instance, But this patch is not applied in Development instance as well.

The following patch was also not applied in both instance.

Patch  19079656

I have also did the Changes required in Excel  Options > Trust center > Trust center Settings.

Still this error prevails. Need help ASAP
