Issue while Applying Planner ESU

Hi

I am having issue while applying planner ESU in Application 9.1 for Tools 9.2.1.8 below are the steps followed

1) Created new deployment server(don't want to disturb current deployment server) with same name as workstation

2) Added enterprise server entry in the host file

3) Installed JDE 9.1 with oracle 12c db and client

4) Export and imported the oracle db from current dep to new dep machine

5) copied the JDE 9.1.5 foundation from old dep to new dep

6) Able to login to JDE and see all the data

7) Tried applying planner ESU JM21646 and having issue

Issue:

Unable to open the application P96470 - no error in log file and when i open the application in IV its saying the application is not installed in the local client.
