issue while installing Siebel Tool(16)

Hi Folks,

I am facing the below  error while installing the Siebel Tool

For fix the above error I have tried below steps:

1.uninstall siebel tool, 32 bit 12C client,oracle Data base 11g Express Edition from control panel and  clear the registry as well

I have repeat the step 3 or more times but the above error not fixed.

Please help to resolve this issue...
