I'm trying to personalize form OEXOEORD with :ORDER_CONTROL.CONFIGURATOR.WHEN-BUTTON-PRESSED but it'

EBS 11.5.10.2 Form OEXOEORD.  I'm trying to personalize with ':ORDER_CONTROL.CONFIGURATOR.WHEN-BUTTON-PRESSED' attached to a new toolbar menu but it's not working, it is returning FRM-40700: No such trigger.  I believe I have the correct syntax but have tried both with and without the colon.  If I create a previous step to go_item to the item then call the trigger WHEN-BUTTON-PRESSED, it fires correctly but, since the block is no longer correct, the procedure fails.  The purpose of this is that we're replacing the Oracle Configurator with an in-house custom version because the Oracle version does not handle our extremely large BOMs
