Are 12c RMAN incremental backups larger?

We have upgraded a few of our databases to 12.1.0.2 from 11.2.0.4.  We have noticed that the level 1 incremental backups input sizes are noticeably larger than they were in 11g.  Is that correct?  What causing the difference?
