Journal Import (Error 12 - Fails Budgetary Control - Funds Reservation)

We have an import journal that is receiving and Error 12 message.  I've checked all the possible solutions as noted in R12: Advisory Level Funds Checker Fails with Error APP-SQLGL-08204 Your Transaction(s) Failed Funds Check (Doc ID 549103.1) and all the setups are correct.  What would still be causing this error.  I was able to replicate the error in a test environment however in the test environment I was able to manually post the journal.  Is this a known bug that requires a fix (patch)?
