11i how to restrict user from cancelling SO line which is reserved but not pick released

Hi All ,

Please  suggest , i want to create a Processing constraint  to restrict the user from cancelling the SO lines which are reserved but not pick released .

Seeded constraints does not have any .Any points plz share .
