Creating Database User with Comments

Hello All,

I am trying to create a Database User in Oracle with some comments like for whom it is created, want to mention Database access request number and all. The purpose is to keep track of user creation in Database, by using F4 from Toad I want to see all these details in the script section. If you guys following any other method also please suggest.
