EIM not working

Hello Everyone,

We are facing a strange issue in one of our Siebel environments. EIM was working couple of months back and when we tried to run it today, the EIM job is stuck in QUEUED status. The job goes to ACTIVE status for a second and updates back to QUEUED again. In the enterprise server log we do see that the component is initialized but there are no process id's created even after the job is submitted.

ServerLog ComponentUpdate 2 0000283e5b342070:0 2018-06-28 09:09:44 EIM STARTING Component is starting up.

ServerLog ComponentUpdate 2 0000283e5b342070:0 2018-06-28 09:09:44 EIM INITIALIZED Component has initialized (no spawned procs).
