Bank routing number validation in Java Forms

in Payroll and OTL - EBS (MOSC) Question

We have been looking for routing/transit number validation for a while and everything I have seen so far says the function is not possible.  We just recently started testing the Manage Payroll Payments function, which is a Self Service web page and it is requiring the employee to put in a valid 9 digit routing/transit number.  This functionality does not appear to be available through Java forms, but I'm not sure if there's just a setting I'm missing.  Any discussions I have found are a few years old and I'm wondering if this is new.  I'm confused as to why
