Requisition approval for normal and capex

Good day,

We have a business case :  Normal requisitions other than capex can approve Director Level up to amount 10,000.  Above 10,000  CEO has to approve.   And, for capex, even if it is 500 dhs. CEO has to approve.

Please advise how we can setup this business senario. 

I am thinking to create two approval routes and create two menus these two types of requisitions and attach approval routes, but there is some limitations as approval routes should be varying for each and different locations.
