Cannot find Party in Bill To Location in Installed Base

Dear Friends,

I have setup a Customer with an account with two sites, one Bill To and one Ship To site. Both the Bill TO and Ship TO sites are in different country. Now when I create an Install Base instance, I could find the Party in Current Location and Install Location, however I couldn't find the Party in "Bill To Location" and "Ship To Location".

Can you pls suggest what could be wrong here?
