Workflow User Web Responsibility license implication

There is a 'Workflow User Web (New)' responsibility in Oracle eBS. This responsibility allows user to approve the notification raised from different module

of Oracle eBS. This responsibility is a part of 'Application Object Library' Application. We want to assign this responsibility to our management employees for

different approvals.

Please guide which module license we need to procure for this responsibility.
