Execute orachk failed with error [WinError 3] can not find "\bin\oracle.exe"

OS : windows 10 Pro
Steps :
1, download the media from the following URL then unzip it to local folder.
https://updates.oracle.com/Orion/Services/download/orachk.zip?aru=22241410&patch_file=orachk.zip
2, execute orachk as "orachk -v" , the output show that it need to install Python 3.6.4 ,pywin32-221.win-amd64-py3.6.exe, winpexpect1.5 and WMI
3，Install the software that mentioned in step2.
4, execute "orachk -v", it output "ORACHK VERSION: 18.2.0_20180518"
5, execute "orachk" or "orachk -debug", it output ' [WinError 3] can not find "\bin\oracle.exe"'
6, Even through setting the following environment variable, the error is still occurred.
