Open Enrollment termed plan and re-enrolled when plan did not change

We just finished our Open Enrollment for 2018-2019 as our benefit year starts 7/1. 

One issue we encountered was some benefit plans terminated 6/30 and re-enrolled 7/1 when we did the push work tables to live.  It didn't happen for all employees, just some. 

For example, an employee was enrolled in employee + 1 dental coverage in 2017/18 and they elected the SAME plan in OE.  (They didn't add any new dependents.)  When we ran the push to live process it termed their dental plan on 6/30 and enrolled them 7/1.

We used the same DBA's, rates and plans as last year for dental.  We also had "Automatic Default of Current Enrollment" set to 1 in P085510.
