P00950 changes not immediate

Updating security in P00950 is not immediate in some cases, very inconsistent.  Tools release version 9.1.2.

Example, Action security for P01012 updated to allow Change for TESTROLE.  JDBJ Security Cache cleared, but TESTUSER in TESTROLE still not able to make changes in P01012.  What can cause this issue or is there a way to resolve this?
