sysdate when using TNS is UTC instead of server time

We are using the Oracle Cloud (there is no activity in that forum, so I posted here).

Linux server time is correct.

CDB time is correct.

PDB time is correct when starting in CDB then using: ALTER SESSION SET CONTAINER=PDB1;

When connecting through TNS entry, we get the UTC time, which is 4 hours ahead. I have a sev 1 ticket open with Oracle for 3 weeks now, and all I get are amateur guesses. nothing they asked me to try has worked.

This has got to be a simple solution as I cannot think any company would accept the database time to be incorrect. How are we supposed to run a business that relies on date and time when it is

Howdy, Stranger!
