Application Failover without using SCAN

Primary database is Oracle Enterprise Edition 12.1 with a physical standby.  Both databases reside on Windows 2012 R2 servers.  The application is from a third party vendor (not Oracle).  We will be switching over the primary to the standby every month for Windows patching.  Is there a way to get the application to failover automatically?  Can't use SCAN because we cannot have shared disk storage.
