E1 Onview Report View Security Config

Hi Expert,

When we checked UDO view security (One View) ,we saw there is a record of shared *PUBLIC *ALL APP everything *ALL.

But why some customer can see all ovr(s) as shared report while other can't see all ! WHY?

If we want to shared all OVR of P042022 for all users ,how should security record look like ?
