Status 914/560 is not allowed

We use P4205 for pack and ship confirm.  Pack confirm is 555/560 and ship confirm is 560/575.

A sales order line has 4 pieces.  If I pack confirm 1 piece and ship confirm 1 piece, the line splits with 1 piece at 560/575 and 3 pieces at 914/555.  This is what I expect and this is what occurs.

If I pack confirm the three remaining pieces and ship confirm 1 piece, I get a hard error - Status Invalid for the Order Type.  It's as if 914/555 is OK, but 914/560 is not.

Backorders are enabled in Branch Plant Constants, Item Master, Item Branch and Customer Master.

Any idea what the problem could be?
