download request group using FNDLOAD

Hi,
I'm trying to download a request group using FNDLOAD.  Nothing I do works. It won't download the data.

This is the command I'm using.

FNDLOAD apps/apps O Y DOWNLOAD $FND_TOP/patch/115/import/afcpreqg.lct us_ap_inquiry.ldt REQUEST_GROUP REQUEST_GROUP_NAME="US AP Inquiry" APPLICATION_SHORT_NAME="AP"

What am i doing wrong?  I need to create the request group for a different responsibility. There are too many programs to have to copy them.
