EAM WO Status discrepancy with System Status

Dear All,

I have encountered case when WO status is 'Released' but somehow System Status is 'Draft'  (Oracle EBS EAM rev 12.2.3 )

User is able to simulate the case on non-production environment this way:

Create WO -> filled up Asset #; Start date & end Date . Description, Firm is yes, type is corrective, shut down type not required & priority also add material requirements

Confirmation message is: Work Order 1497649 was successfully updated. System triggered Bottom-Up Scheduling process for the invalid dates entered.
Workaround:  WO Unrelease and back Release can synchronize WO Status and System status to 'Released'

Question: Could you help to validate whether this is bug indication for SR submission? Or is this solved in any patch already?
