Adding record to F43080 not working

The critical fields setup program P43080 shows no data.  I read where it would be necessary to add a record to F43080 through sql or by copying from demo data.  When I add the record to F43080, P43080 continues to be blank.  I can see the record in the database, but not the table browser.  What causes this disconnect?
