Upgraded BIP 11.1.1.7 to 11.1.1.9, PublicReportService::generateReport failed: due to unable to read

I have Siebel and BI Publisher integration for report generation via Siebel.

After upgraded BIP 11.1.1.7 to 11.1.1.9, report generation failed when running "more" data, it means it failed while selecting larger date range as report criteria.

My observation in bipublisher.log

For failed scenario,
