pqd issues in 16.0.2.32 adn 16.0.1.54

I am testing both version of RPAS and caught a snag when loading any PQD.  The utility works but none of the positions in my xml file are being recognized during the validation or load.  It just creates an empty PQD with a warning that none of the positions exist.  That same xml file works and loads perfectly in 14.1.2.1.  The prod hierarchies are the same and the few positions do exist in the prod hierarchy.  For some reason the pqd process is not recognizing any product positions when run the utility but it does not fail to run against
