PC_PRICING not creating BIL rows

Hello. I have a question concerning a project/contract that
I’m trying to bill. The PC_GL_TO_PC creates rows with ANALYSIS_TYPE = ‘PAY’ in PROJ_RESOURCE
and they are priced (BI_DISTRIB_STATUS = ‘P’) but it doesn’t create the ‘BIL’
rows. We don’t usually have a problem with billing, other than as-incurred bill
plans that have events. This project is ACTIVE and the rate set with PAY is set
to create target rows with BIL, and the other accounting looks correct. Is
there any other reason why BIL rows would not be created in PC_PRICING? Thanks!
