Loading UDA Attribute using EGO_USER_ATTRS_DATA_PUB.PROCESS_USER_ATTRS_DATA

I created script to assign UDA attribute value using EGO_USER_ATTRS_DATA_PUB.PROCESS_USER_ATTRS_DATA. My code looks similar to 729241.1. When I run it for an item, it gives me the error - <A system administrator must first associate "Services" to "Model" or a parent before you can enter data for "Services".> from API. How can this be resolved?
