What additional configuration do I have to do for a WebLogic user to access a JMS queue?

I'm trying to access a WebLogic JMX queue remotely. I need a username and password and don't want to use the weblogic user. If I create a new user does it have to be administrator? What other privileges or configuration I have to do so the user can acccess the JMX queue?
