EM 13.3 installer does not detect that EM 13.2 is installed and available for upgrade

I saw that EM 13.3 was available so I thought I'd see if I could upgrade an existing EM 13.2.  The installer didn't give me the option to upgrade my EM 13.2 install.  My options were to create a new EM 13.3 install or do a software only install.  So I only see what's shown in the first image below rather than the upgrade option shown in the second image.  I have a SR open and the engineer encountered the same problem on their system.  If I get a solution I'll post it here, but for now I thought I'd
