Encoding a text file from a Table Conversion in ANSI Format

We have a third-party warehouse system that we are trying to import French item descriptions with accent marks on many of the characters.  Using P93081, we are currently creating text files in a UTF8 format.  However, this doesn’t seem to work in the warehouse system. The analyst from warehouse system would like the format in ANSI.   I tried the USC2 format which didn’t seem to work either.  I did not see an option for ANSI in the available Flat File Encoding Names that are available in JDE E1 9.2.  We are on tools release 9.2.00.05.07.

Is there a way to create a text file that’s encoded using ANSI?
