Need info on Payables Automatic tax calculation in R12.1.3

Hi,

We have a requirement where we need automatic tax calculation. While I could gather most information from Oracle doc on the process, it is unfortunate that we are unable to find the INVOICE TAX region (tab) in Payable Options setup. We are manually able to add the tax but automatic tax calculation is not happening. We have configured the tax value at default and controls tab of EBTAX page - the tax appears in the Invoice line level but Calculate Tax button wont do the job !!

We are on R12.1.6 version of Oracle and unable to find the below :-
