Quality Plan Elements Question

Say we have an element A with a LOV that has 3 values...69...115...230. Say we have an element B to collect the weight of gas in a cylinder. The requirement is that if in the element A the value 69 was selected then the user could only enter a specific range of say 1 -3 in element B otherwise a error message would be thrown. Now if in element A 115 was selected then element B would have a different range that was allowed and so on and so on.

Is this achievable and I am assuming yes how difficult is it?
