Cycle count next count date assignment

We had three cycle counts started (6/7, 6/8 and 6/11).  These were all A items that should get 35 days added to them.  We can see in the F4141 the count date properly reflect these dates.

However, all three counts did not go through the update step until 6/11 and it appears they were all assigned a 7/16 date.  Does the next count date get assigned based on the update date or the count date?  I would have expected (hoped) for the count date but it does not appear that way.

We are on tools and apps 9.1.
