Error can not change passwrod user

Hi,

I can not change user pass from P98owsec, seems DB layer is ok with all priv because I can update from SQLPLUS.

What can verify from JDE layer..?proxy user?  remove and add proxy user to end user?..?

test:

on P98owsec with uncheck option "Force change password first log in.."  work fine!

but with check option "Force change password first log in.."  don't work! display error Sec log below
