How do I enable the seeded 'Buyer' Qualifier Context on the Price List Form?

Hello.  I am trying to set up Advanced Pricing for used with Purchasing.  When I get to the step of setting up the Price List and relating the Price List back to the contract via the Qualifier tab, the Qualifier Context for 'Buyer' is missing.  How do I enable that Qualifier Context?
