I'm having some questions on which I don't see a response:

I have a 13c OEM installation. In fact, there's one that serves for production, but then there is another one, for test and non-production usage.

The servers are setup like they should : there is a clear line between production and non-production. So, the production databases run on Production, the non-Production databases run on non-production servers.

All OK until now. But then, somebody says: well, some of these non-production databases are important. They are so important that they should be monitored in the Production OEM.

That implies that the servers on which those important, non-production database are on, need OEM agents that connect to the OEM Production instance.
