Why are the margins in the processed/output RTF file modified significantly from the template RTF ma

The margins defined in our template RTF files seem to be coming out significantly different after processing via the FOProcessor.

From the template RTF:

\paperw11906\paperh16838\margl1888\margr2517\margt629\margb1259\gutter3147\ltrsect

But in the output file:

\paperw11900\paperh16820\margl1780\margr2400\margt620\margb1240\gutter0\ltrsect

Note all the numbers have been round some multiple of 20 'twips', but it's not rounding, it's doing something weird especially with margin-right: from margr2517 to margr2400. It's also completely dropping the gutter value.

I found in the documentation about the FOProcessor something I thought could be related:
