Can the Requisition Self Service tool be configured to bypass the receiving effort?

Hello JDE Colleagues,

Our team is looking at utilizing the Requisition Self Service tool to administer non inventory purchases and services.  Ideally we are seeking to eliminate the need to receive a purchase order.  We do not have a centralized purchasing department and the integrity associated with receiving can be cumbersome when dealing with multiple warehouse locations.  The idea is to implement a solution similar to Bottomline and/or Nexus Solutions.  Of course the business does not want to create more work for personnel within the warehouse while accounting would like to avoid the pitfalls encountered when users purchase, receive and later obtain a
