Oracle EBS HRMS R12.2 RUP12 - Consent for viewing 1095C in Self Service

Hi there!

We just applied the mandatory patch Oracle EBS HRMS R12.2 RUP12.  One of the new features is that employees can choose to view their 1095C form online in Self Service.  In the page "Instructions for Self Service 1095C Form", A checkbox is provided to record the consent. Consent can be withdrawn by click on the Revoke Consent button and confirming withdrawal of consent.

I have observed two issues with this new feature.

1. When the Consent is given and recorded successfully, it displays a message "Currently, no 1095C statements are available for viewing."  We have specified at the GRE level for Year 2017, Start Date 03/01/2017, View All Versions, but left the Instructions URL field blank. Is this field mandatory?  What exactly should be in this field?  Why aren't there any 1095C statements available for viewing?
