Changing Primary Location

We are trying to change the primary location for an item and receive an error message stating Primary location has soft commits. After doing some research, we found the following Oracle document on this topic. It seems like we should be able to change the primary location for an item even when the current primary location has soft commit quantity. Please advise if there is a configuration we can change to make this happen or not. Thank you!
