HTML/OAF Dispatch Center

One of our client is using the Dispatch Center Form quite frequently and the Java based form has it;s own issues and takes time to load. During discussion with a colleague heard there is a HTML or OAF version of the Dispatch center. We are in R12.2.6, can anyone help me on how to enable this HTML version of Dispatch Center
