I am having a problem opening a patch that should solve my issue.

I am having a problem transferring time from OTL to eAM. I found a patch that should solve the problem.  It is patch# 22176002.  The document number is 2085304.1  I am not able to open the patch. When I select on the link I get the following message "Details for Patch 22176002 not found".  Can you help?
