BI Publisher bursting not working

Hi,

            I am trying to email the order acknowledgement using BI publisher based on the ship to address in JDE.  I have set up the RD and the email in Who's who for the ship-to address and the order acknowledgement is sending to the correct email address for each ship to address in Dev environment.  However, it does not work after I promoted the objects to our PY environment.  The acknowledgement would generate and email if a specific email address is defined in the RD, but if I burst using the ship to address, it would return with a "System
