AWR : Operating System Statistics

Hi all

Can anybody explain me defferences

AVG_BUSY_TIME 23,987  
AVG_IDLE_TIME 339,220 
and
OS_CPU_WAIT_TIME 1,538,300

from nmon and elapsed time vs db time

Elapsed:   60.14 (mins)    
DB Time:   142.28 (mins)
core   :   7

from db_time vs elapsed time and number of core our db was used about 30%

from AVG_BUSY_TIME vs AVG_IDLE_TIME side situation is also the some , it means no cpu usage

but OS_CPU_WAIT_TIME 1,538,300, if i undestand it means run queues waiting co cpu and we can say db is cpu - bound . And where is the true ?
