Need Return Order Line Flow for Credit without RMA Receipt

We need a Return Order Line Flow whereby we can generate a credit memo but require no physical receipt of goods.

There is an Order Line Flow Process in the LOV that we think captures our scenario (Shown in screenshot below)

However, it mentions "Testing" in its description and when we create an order line using this process flow it doesnt work and throws error  "No Workflow attached"
