Registration Throttling Configuration

Is there a summary of what to be configured to control the registration request? Especially those who are in the trusted lists that give unintentional attacks to CPU. I've tried all the solutions provided here regarding CPU Spike (to lower the CPU-load of 4500, but didn't lessen) and majority of them are to control those registration request who are in the untrusted lists. Since we are done controlling those register request in untrusted list, I'm thinking that the cause of CPU Spike might be solve by controlling those who are in trusted lists.
