ADF Instance Creation from SM fails..

I am trying to create an ADF instance from SM console But It fails with an error message. Screen shot as well as the SM Agent and admin server logs are attached.

TR:9.2.1.4

WLS:12.1.3

ADF Runtime:12.1.3

JDK:1.8.0_92

ADF Foundation file:E1_ADF_Foundation_1.5.2_23_99
