R4981 No Sales Detail Line

I'm testing the freight update process in 8.12 and am not getting billable charges written to the Sales Order.  I'm not seeing any errors in the work center.  My shipment status advances from 25 to 80 and my sales order status also advances.  The billable charge in F4945 is removed after the program runs.

Everything appears to work except for getting the charge written to the sales order.  Any thoughts on what I can check for?

P.S. we also have another company running 9.1 and in that instance we use this process daily with no issues.
