Expenditure Organization Not On LOV for Operating Unit

We have enabled project accounting for a new operating unit/ledger. I have performed the setups, created new project templates, setup the accounting, but the expenditure organizations do not appear in the LOV for project expenditure organizations when I attempt to enter a PO. I updated the system options, but still not expenditure organizations. Anyone have any idea of what I need to get them to appear on the LOV?
