Is OSP supported in Oracle OPM for UAE

is OSP (outside Processing) working in Oracle OPM in UAE (united Arab Emirates) especially considering the new VAT implications either through standard features or through workarounds? Is there any implication of VAT on OSP process or not? Is there any limitation realted to multiple orgs, LE etc?. Kindly advice as we need to consider for a UAE based client having multiple LE and Orgs.
